What is CPPP?

Central Public Procurement Portal

CPPP meaning

CPPP is the Central Public Procurement Portal, where central government ministries, departments and many PSUs publish tenders and receive e-bids.

What is CPPP?

The Central Public Procurement Portal is the Government of India’s main portal for publishing tenders. Central ministries, departments, attached offices and many central PSUs and autonomous bodies publish their tender enquiries on it.

It has two sides: a publishing side, where tenders, corrigenda and award details are listed, and an e-procurement system through which bids are submitted online. It was developed by the National Informatics Centre for the Department of Expenditure.

How bidding on CPPP works

  • Enrol as a bidder on the e-procurement system and register your Class 3 Digital Signature Certificate
  • Search tenders by organisation, location, value or keyword
  • Download the tender documents and any corrigenda
  • Pay or submit EMD and tender fee as the tender requires, or claim an exemption
  • Upload your technical and financial covers, sign them with your DSC, and submit before the deadline
  • Track bid opening and results on the tender’s status page

CPPP and other portals

CPPP is separate from GeM. GeM is mainly for buying goods and services listed on the marketplace, while CPPP carries a wide range of tenders, including works contracts.

Many states run their own e-procurement portals on similar software, and some PSUs use their own portals. A tender may be listed on CPPP but require bidding on the buyer’s own portal, so read the NIT.
